These two passwords do genuinely different jobs, and mixing them up is one of the more common points of confusion with PDF security. The User Password is the gatekeeper — without it, the file won’t open at all, no matter what someone tries. The Owner Password is different: it’s optional, and it governs permissions rather than access. Someone who has the user password can open and read the file, but the owner password is what would let a permitted piece of software bypass the restrictions below and, say, allow editing anyway. Leaving the owner password blank simply reuses the user password for both roles, which is the right choice for most everyday use.

The permission checkboxes — Allow Printing, Allow Modifying, Allow Copying, Allow Annotating — apply once someone has already opened the file with the user password. Unchecking any of them tells compliant PDF readers not to allow that action, even though the person can see the content. It’s worth knowing this is a soft restriction respected by well-behaved software rather than an unbreakable technical wall, similar to how a “do not copy” instruction works — most tools respect it, but it isn’t a substitute for genuinely sensitive information being kept out of a shared document in the first place.

Printing Quality works alongside the “Allow Printing” permission rather than replacing it. Even with printing allowed, this setting can limit output to low resolution rather than the document’s full quality — useful for a document that needs to remain readable and printable in a pinch, but shouldn’t be reproduced at a quality good enough to pass as an original. High Resolution is the right choice for most everyday documents where printing is simply expected to work normally.
